The Centre for Information Resources Management (CIRM), an institution under the Provincial Council of the Eastern Province of Sri Lanka, supports good practices, knowledge and information management for institutions and projects under the Eastern Provincial Council, for departments of the districts and for civil society organisations. CIRM promotes institutional learning.

The Integrated Food Security Programme Trincomalee (IFSP) was sponsored from August 1998 to December 2003 by the Federal Republic of Germany, Ministry for Economic Cooperation and Development (BMZ) through the German Technical Cooperation (GTZ).   Implementing partner was the North-East Provincial Council (NEPC). IFSP was the largest bilateral development programme for Trincomalee district. The experience and knowledge created is used by the Centre for Information Resources Management (CIRM).
