An Integrated Information System for IFSP and Partners

A short-term consultancy reviewed the information system of IFSP with the aim to making it fully operational. The mission included training for monitoring staff of IFSP and partner institutions. A brief review of database management done by other projects was done. The Provincial Planning Secretariat was advised on the intended procurement of remote sensing data.
The core of the short-term consultancy was a review of the spatial data sets. The IFSP vulnerability data base of war affectedness, food deficit and lack of social facilities (Village Data Sheets, TP 10) based on 40 parameters and carried out in all villages in the district in early 2001 formed the base for the creation of presentations. Extended village boundaries (GN/GS Division boundaries) based on the one-inch-to-one-mile-series maps were introduced as new spatial data set. Two levels of presentation are possible: villages and extended villages (GN/GS Division) which comprise a number of villages (up to 500 families). An update of other spatial data sets, e.g. 1:50,000 are needed additionally because scale differences might cause problems if an overlay of data is intended. To increase the accuracy of presentations, it is recommended to transfer spatial data sets in a Transverse Mercator Projection. The analysed thematic data of the database system ‘MORE Impact’ comprising socio-economic data as well as project activities could be linked with the spatial data sets. Analysis of the thematic data can now be conducted on two levels of analysis: village level and GN/GS-Divisions. Conversion of MORE Impact from MS ACCESS 97 to the 2000 version should be assured.
There are a number of donor-funded projects which intend to or are currently involved in supporting the establishment of information systems in the North Eastern Province, e. g. IFSP, Jaffna Rehabilitation Project (JRP) and the North East Community Restoration & Development Project (NECORD). The North Eastern Provincial Council runs a databased management system. It was recommends to coordinate the various efforts more efficiently for synergy effects and also to avoid duplication of data generation. The World Food Programme (WFP) conducts a programme on ‘Vulnerability Analysis and Mapping’ in Sri Lanka as a pilot project (besides three other pilot countries). Information exchange could offer new opportunities for better targeting.
