CIRM on Track
CIRM is the institutional successor of the Integrated Food Security Programme Trincomalee. CIRM continues earlier IFSP’s efforts in three focal areas, viz. knowledge management, dissemination of lessons learnt and good practices and information technology (CIRM Profile). From January to June 2004 CIRM has developed planning and decision-support tools for the North and East, which includes GIS based administrative maps for the districts of Mannar and Vavuniya, additional Vulnerability-Poverty Profiles (VPP) and Mapping (VAM) for the districts of Batticaloa, Mannar and Vavuniya, a customised data base for the North East Housing Reconstruction Programme (NEHRP) and, training on Participatory Needs Assessment (PNA) for and with staff and partner NGOs of NECORD (Semi-annual Report 2004).
The formal procedures to establish CIRM legally are about to be completed with a document which will be signed by the Hon. Governor NEP.

Closing Lecture
The closing lecture and presentation ‘Confidence - Service - Governance, IFSP Trincomalee 1998 to 2003’ was held on 19 December 2003. These three topics accompanied us during the height of the conflict and after the signing of the MOU. We have contributed to confidence amongst communities beyond ethnic and spatial interest, to better services and to local governance.
