IFSP Trincomalee December 2003
Monitoring Vulnerability and Poverty: Review of 47 Core Villages
To confirm the impact and the approach towards community-based development, IFSP had initiated an in-depth ground survey of 47 core villages, where comparatively more support was made available over the years. The ground survey addresses interventions through government institutions, non-government organisations, projects and agencies (multiple interventions).
The results confirm a significant improvement compared to the previous status of the villages. Compared to the impact review for the single IFSP intervention as done for 170 villages in October 2003 for the period 1999/2000 to 2003 (Technical Paper 35), the outcome of the multiple interventions saw 72% of the villages surveyed in an improved rank. These villages had entered into one or more lower ranks of poverty and vulnerability. 28% of the villages remained in their previous rank. All villages showed a significant reduction of their level of vulnerability and poverty.
The result of the review of the Village Data Sheets confirms two major conclusions:
- the significant impact through single and multiple programme intervention and,
- the Village Data Sheet approach as simple and yet effective methodology to identify and monitor intervention vis-à-vis a status quo (base line).
