Vulnerability – Poverty Profile 2000 revisited in 2003
The village vulnerability and poverty profiles (Village Data Sheets) of the year 2000 (Technical Paper 10) were reviewed in September / October 2003 to obtain insight into the overall impacts from 1998 to 2003. All activities supported until end 2003 were included in the assessment of the 170 villages where IFSP was active, aiming at identifying the impact of a single programme intervention. The results are encouraging: All 170 villages show a reduced vulnerability – poverty level. 40% of the 170 villages have improved their profile in terms of having entered into a lower vulnerability – poverty rank. The villages, which remained in the same poverty rank (60% of all villages) as identified in 1999/2000, nevertheless, improved their overall position. This result confirms that the coverage and intensity of the IFSP support of villages in has contributed significantly to reduce vulnerability and poverty.
Two major conclusions can be drawn: i) the impact of a single programme intervention is significant and, ii) the Village Data Sheet approach is a simple and yet effective methodology to identify and monitor intervention vis-à-vis a status quo (base line).
An in-depth ground survey of 47 core villages (Technical Paper 37), where IFSP had made comparatively more support available over the years complimented the above exercise. Included are activities that were facilitated through government institutions, non-government organisations, projects and agencies. This assessment of a multiple programme intervention shows, as expected, significant improvements of village livelihoods beyond a single intervention. It confirms that development beyond relief was possible even under the overall conflict conditions.
