Village Data Sheets
IFSP Trincomalee, May 2001, update July 2001
Village data sheets provide a vulnerability profile (downloads see list below) for all 582 villages in Trincomalee district. This is the first baseline survey established since 1981. 40 parameters cover all relevant information for the seven sub-indicators of education facilities, water and sanitation, destruction of structures, employment situation, overall living conditions, health services and food production. These indicators are aggregated into three main indicators, war affectedness, food deficit and social deprivation and the further aggregated into one poverty indicator, which represents the vulnerability and poverty profile for the villages. This profile is described as poverty code and poverty level. The poverty/vulnerability code ranges from 5 to 1 (5 = seriously affected, destitute situation and extreme poverty and vulnerability; 4 = seriously affected, very high prevalence of poverty and vulnerability; 3 = affected, high prevalence of poverty and vulnerability; 2 = affected, poverty is prevailing; 1 = limited degree of affectedness, lower prevalence of poverty). The poverty/vulnerability level describes the absolute ranking of one village among the 582 villages of Trincomalee district.
The ”Village Data Sheets – Trincomalee District Vulnerability and Poverty Profile” are established as a data base. They are related to a GIS which allows to visualise vulnerability pockets. At the same time the data base accommodates information about project support. Maps can be produced for planning support. The village data sheets ought to be the base for decisions on public investment priorities for village and sub-regional level. Surveys to obtain vulnerability profiles for villages could be easily replicated in other districts.
