Participatory Needs Assessment
IFSP will conduct Participatory Needs Assessment (PNA) in 20 villages in 2001. In February and March 2001, PNA was done in three villages: Karukkamunai, 64th Mile Post (Jebal Nagar) and Paddalipuram in Eachchilampattai and Muthur DS Divisions. The PNA teams comprised of trained members from the partner institutions of IFSP and IFSP staff. They carried out the needs assessment together with the villagers. The projects identified by the villagers include drainage and road rehabilitation, water supply and sanitation, health services, vocational training and income generation activities.
The villages for PNA and for IFSP support were selected based on a poverty assessment. The Village Data Sheets established by IFSP rank all villages in all 11 DS Divisions of Trincomalee district according to conflict affectedness and food deficit. IFSP seeks to consolidate its activities in the year 2001. A cluster approach is to be adopted. Closer proximity of PNA villages and projects such as minor tank rehabilitation, mid-day meal at schools, rural roads, water supply and drainage, health care and nutrition, and support for village development funds and other measures are included. At present IFSP and partner staff are spending much time and effort on travelling to project sites scattered all over the district. Clustering of projects in PNA villages will help to guide and monitor the project activities in an efficient and organised manner.
So far IFSP has conducted PNA in 26 villages. For the PNA team members, it is a continuous learning process together with the communities. They continuously improve their knowledge and skills in communicating with the community. They are the facilitators for assisting the communities to identify their problems and potentials themselves and to encourage them to arrive at most suitable solutions.
A comprehensive PNA field guide was prepared, tested and updated during the course of the year 2000. The field guide is now available in English, Sinhala and Tamil. It is intensively used by the PNA teams. The PNA field guide is expected to be widely used by IFSP partner organisations and institutions in Trincomalee district and in the North and East Province. The PNA map shows the latest numbers and the location of PNA villages.

From 26 to 30 March 2001 IFSP hosted the annual conference of the GTZ Nutrition and Food Security Network Asia.
Trincomalee dialogue
Development aid in conflict was the topic of the first Trincomalee dialogue, held on 30 April 2001. IFSP presented its views and experience. About 30 guests from government institutions, non-government organisations, private sector and international agencies discussed the role of development aid: ”do no harm” is the guiding principle. The Trincomalee dialogue is sponsored by GTZ-IFSP and suggested to be held two or three times per year. It could address common subjects such as food security and development for the district, urban master-plan for Trincomalee or dialogue between public and private sectors. Cultural events such as shows and films could be included.
