Goals and Objectives of CIRM
The Centre for Information Resources Management (CIRM), was established on 5 October 2003 as a division of the Provincial Planning Secretariat. It is expected to contribute to the following higher-level objectives and goals respectively:
- The provincial administration is in a better position to address decisions on strategic development.
- The provincial administration is in a position to better guide new donor supported projects as well as their own governmental and non-governmental bodies concerning the application of concepts, procedures and methods and hence, achieve a higher level of coordination and a higher degree of effective implementation of programmes and projects.
- The harmonised and unified approaches, networking and communication about experiences, ‘lessons learnt – best practices’ and ‘products’ applied would contribute to an increased quality of development, promote transparency and contribute to good governance.
Strategies of CIRM
- Supporting decision making and coordination of development efforts of the provincial government, including addressing anticipated changes and emerging structures through a comprehensive information system (IS) approach and by applying information technology respectively.
- Supporting the efficient use and replication of ‘best practices’ and ‘products’ developed by different stakeholders
- Functioning as an apex body to coordinate and facilitate the proposed e-learning centres in the districts of NEP and the e-learning process and functioning as a catalyst for e-governance.
Range of Services of CIRM
Based on their experience, knowledge and skills of the core human resource of CIRM the following specific responsibilities could be addressed by CIRM during the first year.
- Support to sector departments, provincial ministries and district institutions
- Human resources development
- Promotion of partnership practices
- Link-organisation between different stakeholders
