IFSP Trincomalee is in its final stage. Core issues are the integration and absorption of lessons learnt and best practices into the programmatic priorites of partner institutions. The ‘Lessons Learnt - Best Practices Mission’ of February/March 2003 has supported the IFSP management, partner institutions the Ministry of Eastern Development and the Provincial Council NEP in particular to organise a smooth transfer. A number of options for transfer at conceptual and institutional level are to be addressed during the transition stage March to December 2003.

1. Closing IFSP Trincomalee and salvaging the physical and human resources. This option would be counterproductive to the efforts of the Sri Lankan and German Governments to contribute to accelerated physical development and capacity building for ‘regaining Sri Lanka’ in the North and East.

2. Integration of the core competences of IFSP into the programmatic priorities of partner institutions: This option is pursued since August 1998. Sustainability is ensured subject to the absorption capacity of partner institutions and peace enhancing ground conditions. IFSP is implementing a detailed  work plan.

3. Adopting ‘lessons learnt and best practices’ by government institutions, development projects, agencies and NGOs and German support for the North and East in particular: This option is expected to materialise in the context of ‘harmonising’ the German support for development in the North and East. IFSP’s products would contribute to conceptual coherence and application of best practices.

4. Getting a government proposed IFSP for Batticaloa started: This option would allow to absorb concepts, resources and structures of IFSP Trincomalee. A new IFSP could economise on lessons learnt and best practices. The well established resource base would be available for immediate programme implementation. This option would further increase the sustainability and the significance of IFSP Trincomalee for post-war to post-conflict development. The focus on combatting malnutrition, social depricvation and war affectedness would compliment government efforts for peace.

5. CIRM: The option to establish a ‘Centre for Information Resources Management (CIRM) would institutionalise the resources and knowledge base established by IFSP Trincomalee. CIRM would have a dual dimension: i) promotion of IT in the public administration of the North and East thereby addressing the emerging institutional changes with a strong focus on GIS and IT related training and ii) facilitating lessons learnt and best practices to promote synergy for development.

The IFSP management favours options 4 and 5, however, strongly advises decision makers to pursue a multiple approach, which would cover options 2, 3, 4 and 5. The Provincial Council NEP and the Chief Secretary in particular support option 5. CIRM was officially opened on 5 October 2003. IFSP Trincomalee will transfer its knowledge base to CIRM during the fourth quarter of 2003. The new IFSP for Batticaloa was appraised in August 2003. Pre-project activities are to be commenced from October 2003 to March 2004 until the formal agreement is signed between the governments of Germany and Sri Lanka.
